New energy standard as of 1 January 2030
The Flemish government decided that from 2030, houses must have a minimum EPC (Energy Performance Certificate) label to be rented out or occupied. This opens the door to more sustainable, energy-efficient homes.
Which label do you need to achieve?
Semi-detached and detached dwellings
From 2030, semi-detached and detached dwellings must have at least energy label E.
Energy label D will be compulsory in 2035, and energy label C from 1 January 2040.
Terraced houses and apartments
There are only two steps for terraced houses and apartments: they must achieve energy label D from 1 January 2030 and energy label C five years later.
EPC Labels
Exactly how you achieve the minimum EPC label is up to you. The only requirement is that you achieve it.
Consequences for violations
What happens if the residence does not meet the minimum EPC label? The dwelling will no longer be able to get a certificate of conformity from 2030, it may be declared unfit, and renting it out will be punishable.
One final consideration
From 1 January 2025, urban development applications for energy renovations must comply with minimum installation efficiencies for central heating systems, and the installation of a heat pump will be mandatory.

Technical rooms and common parts of residential buildings are no longer classified as domestic installations. This has implications.
